摘要

做為中國歷史上少數足以作為亂臣賊子代表的標靶人物，王莽政治生涯極富有傳奇色彩。後世對王莽及新王朝的暴起暴落作出了許多解釋，而最為後人所認可者，便是王莽刻意仿古且缺乏全盤計畫的諸多改革，其中又以頻繁的貨幣改革最為後世研究者所津津樂道，並以之為新莽必然覆滅的主要証據。本文主要的目的，並非討論王莽貨幣政策與王莽敗亡之間的關係，而是企圖從西漢一朝貨幣政策及相關討論出發，探討王莽貨幣政策的內在思維，從而提供學者研究兩漢之際政經社會史時另一個思考的方向。王莽貨幣政策雖看似大異於西漢，然歷史之進程本是環環相扣，貨幣發展亦不例外。故而在本文第一部份先對西漢貨幣政策及相關討論進行整理，分析王莽貨幣政策的源流與依據。其次，王莽貨幣政策變換之快，以及內容之繁雜，於中國歷史上可說是無出其右者。所以在本文第二部份，則是對王莽四次改幣的內容進行整理，並略及當時的時空背景。最後，後世學者探討王莽貨幣政策失敗之因時，多半就外緣因素出發，強調政策與時空環境之間的衝突性，本文第三部份則將以內緣因素為主，試著就貨幣制度的內在理路進行分析，探討其改革失敗的原因。

Wang Mang(王莽) is an important political figure In Chinese history. He carried out many reforms in the Xin Dynasty, but most of them fail. Most people thought that the failure of monetary reform is the main reason which the Xin Dynasty perishes.This paper is compares the Western Han Dynasty monetary policy and the Wang Mang’s monetary policy similarities and differences. Provides the material to studies the Han Dynasty politics and the economical.Wang Mang's monetary policy continues the Western Han Dynasty monetary policy. Therefore, this paper describes the monetary policy and the related idea of the Western Han Dynasty. Monetary reform and organize the contents of four times of Wang Mang. And the failure of possible reason of Wang Mang’s monetary reform.
