從技術及職業教育法看我國技術型高中的發展與因應

The Challenge and Future Development of Technological High School from the Perspective of Technological and Vocational Education Law

摘要


本文旨在以技術及職業教育法為基礎,探究當前技術型高中的願景及展望。本研究採用文獻探討及文件分析的方法進行,就其分析的脈絡與結論指出,臺灣的技職教育發展面臨了:1.技職教育淪為教育次等選擇2.普通化3.未能展現特色4.欠缺終身學習歷程5.資源不足等五項挑戰與困境。而技職教育法規定:發展職涯意識、培養專業職能、促進專業成長的三個發展階段,依該法規範,前述問題的因應策略分別是:1.化「少子化衝擊」危機為轉機2.建立專業榮譽感3.促進師生實務經驗與技能4.推動並成立就業專班。本文結論指出技術型高中必須與時俱進,培養學生手腦並用的能力,且鼓勵家長積極參與校務,開展學生的多元能力。

The main purpose of this paper was to explore and discuss the challenges and future development of Technological High Schools in Taiwan based on The Technological and Vocational Education Law. By means of literature review and document analysis, the Technological High Schools in Taiwan face the challenges as follows:1. becoming the secondary choice, 2. generalizing technique learning, 3.lacking specialty, 4.needing lifelong learning process, and 5. owing resources. Therefore, the implementation of Technological and Vocational Education Law with three improving strategies, including: developing career consciousness, cultivating professional competencies, and promoting professional development. To response the challenges mentioned above, there were four strategies could be used: 1. to transfer the childless and crisis into positive thinking, 2. to establish professional honorable reputation, 3. to promote teachers’ and students’ practice experiences and skills, and 4. to construct special class for employment. The conclusions could be expressed as follow: Firstly, the Technological High Schools keep pace with modern current development trends. Secondly, the school should also cultivate students’ practicing and thinking abilities. Finally, the schools should encourage parental involvement to cultivate students’ multiple intelligences.
