The financial planning for higher education has been considered a profoundly influence to a better education effect. Based on this view-point, recently, many educational economists has conducted themselves in various studies in this field, with a view to presenting a better finding closer to the principle of fairness. These financial planning shows a significant result to low-income families and it is considered necessary to offer them some appropriate substantial financial assistance. The structure of this paper was based on net profit function of education. Under the efficiency criterion, the researcher got price and other relevant formula by theoretic derivation. The research honestly expects the finding of this study will be adopted as the tuition fee policy for higher education institutes. The research found that under general case high-income families received more education and paying higher tuition fee, it also got the same conclusion if considered other factors. This price policy would benefit low-income family students. When compared to the result from the situation of general case involved, the price were lower and the differential prices between two groups were bigger. The quantities were bigger and the difference between two groups shown smaller. It is distinctively strengthen the advantages it brings to low-income family students under the policy of price discrimination.
