Na Yann-cheng, a genuine white-flag of Manchu, had been a viceroy in Shan-Gan for three times, fighting off the rebellion of Bair-Lian Jiaw. He was a government official in Chinese Northwest during the Ja-Daw period in Ching dynasty. He used progressive ideals and conducts to rule over Chinese Northwest. We disputed his achievements, but the development in the present Chinese Northwest and Shinjiang social and historical points in Northwest and Shinjiang in possession is of critical influence. This paper, as a macroscopic investigation of the territorial study, discusses the weaknesses and traits about the ruling policy in Northwest and Shinjiang during the Ja-Daw period in the Ching dynasty. We explored the connection and importance of religion and races, so as to provide us with a future reference for ruling over Northwest and Shinjiang.
