The three major issues around '2nd Revolution' initiated by Kuo Ming Tang for 'Song Assassin Case' after the establishment of Yuan Government were the recognition of Ming Kuo Government, the post-event loan and 2nd revolution. The recognition of Ming Kuo Government involved not only the international status of new government and the normal operation of foreign affairs but also the stability of Yuan Government. The original aim of the post-event loan was to solve the extreme difficult financial problem to maintain the civil affairs. However, the rush contract under 2nd Revolution helped Yuan's suppression on the military action of Kuo Ming Tang. And 2nd Revolution was the fundamental political crisis confronting Yuan Government for first time since its establishment. What were British Government's policy and its impact? This paper attempted to address further analysis and discourse via historical literature in accordance with history research method.
