大陸群眾運動發展現況之調查研究

摘要

本研究採取問卷調查法，了解大陸群眾運動發展的現況，並根據所設計的問卷經由專家效度，形成正式問卷，針對大陸公私立場館運動指導員、場館工作人員、教練、地方體育志工及委員等群體為調查對象，並獲得以下結論：
一、政策執行的落實程度與政策執行的普及性，宜應當嚴謹監控與評估。
二、群眾運動政策應再增訂偏遠地區與地方群眾體育發展的相關方案。
三、政策推動模式應當修正「由下而上」模式，中央僅需負起監督與協助之責。
四、中央應當明確制定「場館承包責任制法規」、「偏遠地區與少數民族體育法展條例」，「健身場館器材的標準性和規範化」、「運動健身卡管理辦法」等規範。
五、加強學校開放場地，地方擔負起場地開放的人事管理費用。
六、實施「農民健身計畫」、發展非奧運專案和民族民間傳統體育專案，重視民族民間傳統體育，辦理全國少數民族傳統體育運動會，實施雪炭工程及體育三下鄉活動。
七、投注更多經費興建社區與鄉鎮的小型體育場館，以增加運動空間。
八、大陸運動彩票弊案、政府採購制度的缺失，大陸應當根據實際情況做好資金分配管理，國家體育總局應當全面重新檢討尋找出一條財政管理模式，健全管理與監督機制。

Seven, betting more money to build a small community and township stadium to increase the movement of space.
Eight mainland sports lottery scandal, the lack of government procurement system, the actual situation in the mainland should be in accordance with the allocation of funds do a good job in management, the State Sports General Administration should be a comprehensive review to find out a model of financial management, sound management and oversight mechanisms.
