「城市光廊」藝術介入空間型式與民眾參與模式之研究

Art Intervention in the Space and Citizen Participation Based on Urban Spotlight

摘要


自1992年文建會頒布「文化藝術獎條例」以來,臺灣由藝術介入空間改造的美學形式構念逐漸形成。然而,在發展歷程中,必須要面對許多現實的困境與挑戰,環顧國內現況,舉凡公部門、藝術界、公益團體、地方民眾也皆因這個議題,對台灣環境的發展,有再度關心。藝術嵌合在開放的空間景觀中,勢必要有一套標準,才能落實藝術介入空間的理念。尤其公眾的知識水準普遍提高,資訊科技發達,訊息傳播快速,民眾對於公共事務參與意識漸生,政府在施政過程中,日益重視民眾參與,賦予民眾參與權力。本研究針對執行至今已10年,由研究者所規畫的藝術介入空間作品「城市光廊」作為研究主體,透過解析該案例「藝術介入空間」與「民眾參與」互動之機制與發展狀況,歸納出其空間規畫之策略。首先,整理公共藝術、空間的相關理論,接著,透過藝術介入空間的過程,論述民眾參與的機制,將民眾參與意識以強弱程度作為區分、分析民眾參與組成因素,並進一步依民眾參與意識的不同組成因素,期許透過此探討分析後,提出適用於臺灣都會型藝術空間之發展與建議,作為臺灣在落實藝術介入空間與民眾參與理念採用技術之借鏡。

Since 1992, the CCA issued the ”Regulations Culture and the Arts”, the aesthetic form construct of art intervention in the space gradually transformed. However, in the course of development, the construct have to face many practical difficulties and challenges. Look around the domestic situation, including public sector, the arts community, public interest groups, local people, all due to the issue, renewed concern to environment development of Taiwan. Art embedded in the open space landscape, is bound to set standards in order to implement the concept of art intervention in the space. In particular, a general increase in the public's level of knowledge, advances in information technology, information spread fast and the gradual awareness of citizen participation in public affairs. In the policy process, the government pays the attention to citizen participation, and gives power over citizen participation. This study focuses on ”Urban Spotlight”, the works of art planning by the researcher, which has been implemented for 10 years. Through the analysis of the case, ”art intervention in the space” and interact with ”citizen participation” mechanism and development, it can be summarized the planning policies. First, sort out the public art, a space and related theory. Next, through the process of art intervention in the space, discusses citizen participation mechanisms. Then, distinguishing the citizen participation awareness according to the strength level, analyzing the citizen participation factors, and further according to the difference of participation awareness to compose factors. Through the analysis, this research would bring up some useful and suitable advice on the development of Taiwan's urban art zones, and could be the example to the concept of art intervention in the space and citizen participation in Taiwan.
