This paper analyzes Taiwan's policy framework and unilateral opening measures with respect to Cross-Strait economic relations from 2000 to 2005. This research elaborates Taiwan's efforts to promote bilateral negotiation on Cross-Strait economic exchange and concludes that if both sides across the Taiwan Strait can reach agreements on regular charter flights in early 2006, it would be fruitful for establishing a stable framework to facilitate and expand future Cross-Strait economic exchange.
