非商管專業背景大學生公民金融素養培育課程規劃與創新教學實務設計

Preliminary Financial Education Program and Innovative Teaching Practices for Non-business Background College Students

摘要


面對未來年金制度改革後的福利縮減、高齡化社會退休規劃的需求、金融產品與服務的複雜度提高,以及經濟與金融環境的不確定性,民眾對於個人未來退休金準備以及理財規劃所擔負的責任將愈趨沉重。因此,如何為一般民眾與特定目標族群設計與規劃合適的金融教育,使其足以執行重要金融決策並確保其財務穩健,就變得至關重要。本文嘗試透過初步的課程規劃與創新教學實務設計,協助非商管專業背景大學生具備足以應對益趨複雜經濟與金融環境的公民金融素養。除了將金融教育納入12年國教課綱、大學院校普設財金素養課程之外,本文亦建議政府主管機關重視金融教育的師資培訓與教材編製,並針對學生的金融素養進行全面性評估,以作為未來金融教育國家策略制定時的參考。

Facing with population ageing, shrinking welfare due to consequent pension reforms, growing complexities of financial products and services, as well as an uncertain economic and financial environment, individuals have to bear greater responsibility for retirement planning and unpredictable returns on investment. It is vital to design and deliver financial education to the general population and specific target groups to help them make key financial decisions to secure their financial future. This paper aims at devising a preliminary financial education program and proposing several innovative teaching practices to equip non-business background college students with financial literacy competencies and skills. This paper also suggests the governmental authorities to focus on the need to mainstream teachers' training and on the assessment of students' financial literacy.
