本研究旨在探討公共參與型運動場館的服務承載量,以個案研究方式,分析臺北市中正運動中心各項設施承載量及使用率,對其設施閒置或不足加以評估並提出調整與改善機制。研究以自編之設施訪查統計表為調查工具,於2009年5月進行設施實際訪查,並以承載量計算公式分析各項設施承載量。結果顯示,游泳池、體適能中心、綜合球場及羽球場使用效率較佳,射擊場、桌球室、高爾夫球室、射箭場及舞蹈教室為使用效率尚待加強之設施。而舞蹈教室、高爾夫球室與射擊場之附屬淋浴間無法配合其運動設施提供最大承載人次的服務。本研究建議經營管理單位可藉由「行銷」、「強化與周邊學校、社團策略聯盟運作」或「調整設施功能,彈性運用場館空間」來改善部分設施閒置問題;並透過「強化軟體配套措施」補足部分樓層淋浴間不足之缺失;另一方面,平時應落實「使用人次統計與偵測作業」,作為營運管理之決策依據。針對問題持續進行改善,使中正運動中心營運管理能達成其「公益服務」之政策目標,並符合經營管理者追求「合理利潤」之目的。
This study based on the Taipei Municipal Jhong-Jheng Sports Center to analyze carrying capacity and usage rate of this type of public participatory sports facility, and proposed improvements to some under-utilized or unused spaces. The study used the carrying capacity formula and facilities counting table established by the researcher as research tools. The results showed that the swimming pool, fitness center, multi-functional court, and badminton courts had high usage rates. However, the usage rates for the shooting room, table tennis room, golf room, archery field and aerobics studio need to be improved. On the other hand, the quantity of attached showers was insufficient for the dance studio, golf room, and shooting room and could not meet demand when core facilities were occupied. The study suggested the management authority strengthen marketing, reinforce strategic alliances with nearby schools and clubs, or adopt flexible multi-functional space strategies to improve vacancy issues of some core facilities. Adoption of some degree of software control was also suggested to address shower demand issues. Additionally, the study also suggested the management authority monitor and record usage rates as a basis for future operational decision-making. If these issues could be improved, Jhong-Jheng Sports Center could achieve its public service goal and meet profit goals as well.
