我國都會區申辦國際大型運動賽會運動場館發展策略之研究

A Study of the Development Strategy for the Metropolitan Cities of Taiwan to Host International Major Sport Events

摘要

本文旨在建構我國申辦國際大型運動賽會運動場館之發展策略指標架構，並由我國兩大都會區最近申辦國際賽會申辦書中之場館陳述內容與前開策略指標比對，以彙整出我國未來申辦國際大型運動賽會運動場館在發展策略上需強化之部分。採半結構式訪談方式對國內具國際賽會運作具實務經驗之產、官、學學者專家做深度訪談，建構初步國際賽會申辦場館佈建成功關鍵指標，接著將初擬指標進行專家德爾菲問卷調查取得一致性共識後，再以DANP問卷調查，建構各指標及構面之重要關係與權重。最後再將本研究發展出之「申辦國際賽會場館發展策略評估之架構」，與「目前我國各都會區申辦國際綜合型運動賽會之申辦計畫書內容比較結果」加以檢視與分析。本研究結果顯示，透過DEMATAL結合ANP，將計算至極限超級矩陣，藉以求得各構面與準則之重要程度與排序顯示，「場館之都市更新與區域發展效益」其重要程度最高，其次為「場館永續經營理念」，第三為「場館集中程度」，第四為「場館備妥率」。結果顯示，場館永續營運及場館備妥率是影響申辦國際大型賽會場館佈建最重要的關鍵因子，對於近年來積極爭辦國際大型運動賽會的我國而言，若能經由本研究之結果檢討未來爭辦國際大型賽會時場館佈建之策略，提出有效的規劃發展藍圖，相信我國未來在爭辦賽會的能力上將彰顯出更大的競爭力。

This study aimed to construct the framework and indicators of the development strategies of sport venues to host the international major sports events. First, we conducted the in-depth semi-structured interviews on the well-experienced experts from industry, government and academia to generate the preliminary framework and indicators. Second, we obtained consensus of the experts by Delphi method, and constructed the relationships and weights of each indicator and dimension by DANP. Last, by assessing the current proposals raised by two major metropolitan cities with the constructed framework and indicators of the venue development strategy, we summarized the points needed to be strengthened or highlighted in the future application for the major events. Computing a limiting supermatrix by DEMATAL with ANP to derive the importance of each indicator and dimension showed that the most important factor was ＂the urban renewal and regional development＂, and less important in sequence are ＂the sustainability of sporting venues＂, ＂the geographical concentrations of sporting venues＂, and ＂the ready rate of sporting venues＂. This study concluded that＂ the sustainability of sporting venues＂ and ＂the ready rate of sporting venues＂ are the most crucial factors of the sport venue strategy to host international major sports events successfully. The findings of this study could provide an effective approach of sport venue preparation for hosting international major sports events and enhanced the competitiveness of Taiwan.
