社會變遷對我國技職教育衝擊之研究

A Study of the Impacts Caused by the Social Changing towards the Vocational Education in Taiwan

摘要


由於知識經濟時代的來臨,社會產生前所未有的快速變遷,教育環境亦受到強烈的挑戰,而我國技職教育無可避免受到衝擊。本研究之目的主要為探討社會變遷對我國技職教育的衝擊,研究方法採用次級資料分析法,首先分析社會變遷因素對技職教育之影響,進而探討教育政策變遷對技職教育的衝擊,並應用SWOT分析技職教育在社會變遷中的優劣勢,最後歸納社會變遷中我國技職教育的因應策略。經由上述的分析與討論,對我國技職教育的發展提出建議,包含建立系科退場機制及配套措施、重視通識教育的全人發展、合理的技職教育經費、加強技職教育宣導並導正社會價值觀、發展策略聯盟提昇教育品質、加速科系課程與教材調整、建立產官學三者之合作關係及改善技職校院師資素質,以培育出能符合產業需求的人才,提高國家技術人力素質,促使技職教育能永續發展。

Due to the arrival of knowledge and economic era now, the society had never been changing so rapidly like nowadays, and the educational environment also has to deal with such great challenge which thus undoubtedly leads to certain impacts towards the vocational education in Taiwan. The main purpose of this study aims to discover the related impacts by examining and analyzing the secondary data. First of all, the causes of changing society towards the vocational education programs will be discussed, and then the in-depth influences. SWOT analysis has been applied in terms of the competitiveness of the vocational education within the changing society. Consequently, appropriate strategies could be concluded from the current vocational education programs along the fast changing society environment. After having implemented the above analysis and evaluations, the suggestions aiming for further developments of the vocational education in Taiwan include the following: 1. constructing the necessary strategies for the development of academic departments according to the needs within the society. 2. focusing on non-vocational education in terms of overall development. 3. sufficient budgets for vocational education. 4. more PR (Public Relation) activities for vocational education in terms of positive perceptions. 5. improving the quality of education by developing strategies across academic institutions. 6. speeding up the adjustment of course teaching materials regarding to the majors. 7. creating productive and cooperative relationships among the industry, academic and government and improving the teaching quality of vocational institutions. Thus, necessary trained professionals could be available according to the requirements of the industry in terms of more advanced technologies and then on-going vocational education.
