摘要

服務業之發展將成為帶動台灣下一波經濟成長之火車頭。政府產業政策應考量配合我國經濟發展現況予以調整改變，並由協助製造業發展，擴大至服務業，尤其是金融服務業方面。以我國有限之金融市場規模，金融服務業欲壯大成為具國際競爭力產業，只有仿效我國製造業朝國際化、自由化發展，方有成功機會。除了業者本身之努力外，政府在推動金融國際化亦應付出相當程度之協助，究竟政府目前相關工作之成效如何？未來應該如何加強？本文嘗試檢討行政院金融監督管理委員會（金管會）成立後政府推動金融國際化工作之現況，並提出相關建議，俾供相關決策參考。

Since Taiwan reached another level of economic development, services industry has become the engine for Taiwan's economic growth. It is the time for Taiwanese government to adjust the focus of its industrial policy from manufacturing industry to services industry, especially on financial services. With the limited domestic market scale, Taiwan can develop a financial industry with really regional or even international competitiveness only through further internationalization and liberalization on the whole financial sector, following the course its manufacturing industry has done in the past 20 years. Except the efforts made by its industry, Taiwanese government has also provided great assistance on promoting financial internationalization. This article is trying to review the current works on financial internationalization done by the Financial Supervisory Commission, a sole financial regulator established in July, 2004 and provide recommendations for the government while making its policy.
