摘要

國內大學快速擴增，使得教育資源產生嚴重的排擠效果，加上進入WTO後，國外及大陸大學來台可能產生衝擊的催化，及全球化時代的來臨，各大學在面對強大的競爭壓力與日益減少的資源下，如何有效的運用與分配資源已成為各大學必須面對的重要課題，故如何提昇大學之競爭力及研擬有效之管理策略實有其必要性。本研究根據私立科技大學之客觀生產力資料，以南部某科技大學97至99學年度19個科系為決策單位（DMU），利用資料包絡分析法（DEA）來評估總技術效率、純技術效率與規模效率。考量效率值可能有高估情形，另以交叉效率模式進行同儕評估。最後應用麥氏生產力指數進行生產力變動趨勢分析，藉以探討各受評單位跨期的效率變動情形，嘗試找出各類型單位之共通性及管理問題，進一步提出適當的經營與管理策略建議。

The rapid increase in the number of colleges in Taiwan has led to a severe over extension of educational resources. In addition, after Taiwan joined the WTO, with the openness of foreign colleges and colleges in Mainland China, as well as the era of globalization, all colleges have to face the important issue of ”how to effectively use and allocate resources under the situation of strong competitive pressure and decreasing resources.” Therefore, it is important to increase college competitiveness and develop effective management strategies. According to the objective productivity data of private universities of technology, this study selected 19 departments from of a university of technology in southern Taiwan, academic years 2007 to 2009, as the decision-making units (DMU) and applied data envelopment analysis (DEA) to evaluate total technical efficiency, pure technical efficiency, and scale efficiency. As the values of efficiency might be overestimated, a cross-efficiency model was used to perform peer assessment. The Malmquist productivity index was used to perform productivity trend analysis in order to understand intertemporal changes in the efficiency of all the evaluated departments. It was intended that commonality and management problems of various types of departments could be determined, and appropriate operational and managerial strategies and suggestions could be further proposed.
