南投縣鄉鎮級圖書館營運績效評量觀察

南投縣鄉鎮級圖書館營運績效評量，自92年到93年已舉辦兩次評鑑。從93年的評鑑，可以看出南投縣鄉鎮圖書針對92年評鑑提出的缺點進行實際且有效的改進，證明持續性的圖書館評鑑，對鄉鎮圖書館的營運績效有正面的引導功能；然而各館統計數據普遍不確實、鄉鎮圖書館行政主管單位與輔導單位分開、經費與專業人員不足、讀者借書率逐年降低、圖書館開放時間不利民眾使用，以及偏遠地區缺乏圖書巡迴車提供讀者借閱服務等問題若無法解決，將使鄉鎮圖書館營運績效評鑑淪為紙上作業。

In 2003 and 2004 two evaluations were conducted on the operating performance of the rural libraries in Nantou County. The 2004 evaluation report found that the rural libraries in Nantou County had made an effective and practical improvement over the weaknesses that had appeared in the evaluation report of 2003. Thus the evaluation process can be shown to have a positive effect on the operation of the rural libraries. However, several problems remain unsolved, such as inaccurate statistical data, the separate librarianship administration of management and guidance, the insufficiency of funds and specialists, the year-by-year decrease in book-lending, inconvenient opening hours, and the lack of mobile libraries for the remote districts. All of these problems will become stumbling blocks for the progress of the rural libraries.
