南太平洋區域組織發展

針對當前南太平洋的區域組織發展，本文首先提供此一地區的基本發展概況資料，其次則試圖針對南太平洋委員會（目前改名爲太平洋共同體）與南太平洋論壇（後更名爲太平洋島國論壇），以及論壇漁業局和南太平洋旅遊組織等主要機制的發展略作描述；再者，基於此區域多爲中小國家，以及近年來大國紛紛對此地區採取積極政策的現實面，本文繼續從美國、中國、日本與澳大利亞等國的角度，觀察其政策趨勢所在。最後則本文試圖將焦點再度拉回南太平洋的區域內發展上，從自然災害防治、漁業資源合作，以及自由貿易協定等層面，進一步瞭解此地區的合作概況。

In order to realize the development of regional organization in South Pacific, we firstly try to offer some basic data about this area in this paper, then introduce several important regime, such as South Pacific Commission (now named Pacific Community, PC), South Pacific Forum (renamed Pacific Islands Forum, PIF), Forum Fisheries Agency, South Pacific Tourism Organization, etc. Because of the fact that most actor in the area belong to small countries and some major powers, such as United States, China, Japan, and Australia, began to adopt more aggressive policy, we also try to describe this tendency. Last, in the end of this paper, I focus on the inner cooperation among South Pacific countries, especially the items about disaster prevention, fishery cooperation, and the development of FTA.
