中國的“和諧外交”與對南太平洋的擴展

摘要

從2005年底，胡錦濤在聯合國演講中提到中國將爭取建立一個「和諧世界」以後，「和諧世界」的概念已經變成胡錦濤時代，中國推動新外交戰略的主軸。本文作者把「和諧世界」的概念轉換成「和諧外交」以作爲本論文的分析架構，期待能更具操作性的分析中國當前的新外交戰略。「和諧外交」是以「多邊主義」爲基礎，它內涵「上海精神」、「國際關係民主化」、「新型戰略夥伴關係」與「北京共識」四種意涵，北京以此作爲基礎，並透過「北方外交戰略」與「南方外交戰略」兩種操作模式，逐步把中國的影響力向外擴展。「北方外交戰略」是「先安全後經濟」的操作模式；「南方外交戰略」是「先經濟後安全」的操作模式。南太平洋就處在中國的「南方外交戰略」的一環，也是採取「先經濟後安全」的操作模式，中國就以這種操作模式，意圖把南太平洋變成「中國崛起」以後的勢力範圍。

”A Harmonious World”, an idea created by Chinese President Hu Jin Tao when delivering a speech at the United Nations at the end of 2005, has become the core of China's new diplomatic strategy. The author collaborates the ”harmonious world” concept into the ”harmonious diplomacy” and utilizes it as a method of structural analysis, looking forward to technically interpreting China's present diplomacy strategy.
Founded on ”multilateralism”, the ”harmonious diplomacy” consists of ”Shanghai Spirit”, ”Democracy in International Relation”, ”The New Strategic Partnership” and ”Beijing Consensus”. On the basis of ”Harmonious Diplomacy”, Beijing has gradually extended its influence through the manipulations of ”the diplomatic strategy of the north” and ”the diplomatic strategy of the south”. ”Security before economy” is the guideline of ”the diplomatic strategy of the north”, and ”the diplomatic strategy of the south” functions with the principle of ”Economy before security”. South Pacific is the target region of China's ”diplomatic strategy of the south”; that is, economy is the top priority over security. Based on this thinking, China intends to secure the South Pacific as its power range after ”the rise of china”.
