Kosovo's Quartet: An Outline of the Belgian Official Position and Diplomatic Maneuvers Regarding Kosovo's Nation-Building Process

摘要

本文試圖探討西歐的比利時如何藉由科索沃問題施展其小國的外交政策。並又如何藉由關鍵性的國際機制：聯合國安理會、歐洲安全暨合作組織及歐洲聯盟，推動具體外交運作，致對科索沃危機問題的解決，產生效應。
本文先略述國際社會如何在1998-2008間，涉入科索沃爭取自主問題的斡旋。再描述比利時在藉由前述的關鍵性國際組織，獲得積極參與是項危機處理的正當性框架，積極推動外交運作，解決塞爾維亞－科索沃的主權紛爭。文末，藉由比利時外交部對科索沃問題所發布的公開聲明文件與科索沃宣報獨立日期前後平面媒體相關報導的對照比較，構築比利時對科索沃建國問題的立場與介入策略的輪廓。

This article aims to grasp how the small European state of Belgium demonstrated its foreign policy position toward the Kosovo issue and how it carried out diplomatic maneuvers within the framework of the major international organizations, the Security Council, UN, OSCE to influence the outcome of the Serbia-Kosovo crisis.
The study presents a brief overview of how the international society got involved in the question of Kosovo's quest for autonomy between 1998-2008. The above organizations provided the legitimate arena for Belgium, a country not directly involved in this region, to significantly participate in and influence the diplomatic actions taken in this sovereignty dispute. Official statements and press releases from the Belgian Foreign Ministry are compared with Belgian newspapers' narratives published around the date of the Kosovo Independence Declaration in order to reconstruct the puzzle of the Belgian intervention strategies for Kosovo's nation-building process.
