摘要

中東歐研究在國內的學術領域中向來屬於冷門學科，在歷年出版的各大重要研究歐美的學術期刊及出版品之中，探討中東歐領域的專文可謂屈指可數，然而中東歐各國與吾國台灣自二戰後的發展，實有著許多類似之處，尤其自中東歐非共化以後，各國政府對於民主化的進程及轉型正義的推動等經驗，可資吾國借鏡之處甚多，因而深入觀察中東歐各國政、經、社各方面的發展，誠屬必要之舉。洪茂雄教授自30餘年前，已然基於中東歐人民抗暴的行動中而深感研究極權政權本質的必要性，因而自歸國之後，窮其精力於中東歐各國的研究，迄今發表出版有關中東歐領域的專書及論文百餘篇以上，實可稱爲吾國中東歐學的創建者。本文旨在探討洪茂雄教授投身於中東歐研究的心路歷程的發展，爲充分了解洪教授關注中東歐課題之所由，行文之初有必要略闡述其艱困的成長求學、思想的啓蒙及留德時期的世事衝擊等背景，其後則以洪教授畢身專研中東歐領域的三大主軸：東歐概念的意涵及1989東歐共產體制的瓦解、兩德再統一後所衍生的相關課題，以及中東歐民主化後的各國政經體制的轉型及困境等爲題而進行探討，闡明洪茂雄教授作爲台灣中東歐學奠基者的學識建構歷程。

Central Eastern Europe Studies has been under researched in Taiwan. The relevant studies have been scant in publications. However, the development of Central Eastern European countries and that of Taiwan bear much similarity. Among others, those countries' experiences in promoting democratization and transitional justice set example to Taiwan. Therefore it is necessary to look into the development in politics, economy and society in Central Eastern European Countries. Professor Mao-Hsiung Hung has devoted himself to Central Eastern European Studies more than 30 years as in his eyes it is essential to investigate the essence of totalitarianism against which people in Central Eastern Europe fought. This study aims to explore development of Professor Hung's dedication to Central Eastern European Studies. In order to understand why and how he came to Central Eastern Europe Studies, it is therefore necessary to depict his hard time in his childhood and growing-up, thought enlightenment and the impact during his stay in Germany in the beginning of this study. Then this study goes further to analyze Professor Hung's research from the following three main fields: the conceptualization of the term Eastern Europe and the break-up of the Communist regimes in Eastern Europe of 1989, the Reunification of two Germanies and the relevant issues, political and economic transformation and difficulties that Central Eastern countries encountered after the democratization process. All this expounds the process in which Professor Hung came to be the founder of Central Eastern European Studies in Taiwan.
