摘要

台灣要成為國家，台灣人民建立國家的意志是核心中的核心。當十萬、百萬台灣人有這種建國的「意志」，台灣一定可以成為國家。本稿內容試由兩個負面部分與一個正面部分，論述如何使台灣成為國家。負面部分是條約無法使台灣成為國家、維持現狀阻礙台灣成為國家，正面部分是提出台灣成為國家的核心問題與策略，以鼓舞台灣人民建立國家。台灣成為國家柔性可行之策略：1、建國制憲與制憲建國之意義；2、廢棄一個中國之外交政策；3、確立台灣申請加入聯合國是參與國際組織的核心策略；4、爭取各國與國際社會支持之策略；5、最重要的是台灣自己應有理念、詳細的規劃，步步向建國的目標前進。因此，如何運用更多的人力與資源來說明、分析台灣目前的困境及危機，如何傳播這些理論，使軍人、警察、各級公教入員、各行各業人士理解並思考台灣及子孫未來前途，共同形成堅決的建國意志，做出宣布獨立、建國的明確決定，是有志於建國之士必須承擔的責任與使命。

The Taiwanese has been disputing for long time so-called unify and independent problem. In fact, Taiwanese and international society to the status of Taiwan stands opposite of affirm, has been existing for long time. If depend on the principle that the public laws learns (international law, constitution law) to define or analyze ＂unification＂ and ＂independence,＂ actually with Taiwanese internal of the parlance has discrepancy, even is an opposition. The differences of the Taiwanese internal and international society and why this to fall bad has and opposition existence, is the point that this paper wants to inquire. In the first section of this study, it raises a question that the Republic of China which created in 1912 is a Chinese new government, not a Asia's new State. The second question to be discussed is: Taiwan is not independent yet and not an independent nation either. The finally question to be discussed is: The people of Taiwan have requested that the government consider applying for membership in the United Nations and other international organizations. We would like to examine what is Taiwan's formal status: a state or a province of China? All these questions make it clear that, Taiwan's strategy for join the United Nations and international organizations is declaration of Independence.
