摘要

我們在回顧美國川普政府四年的外交政策之後，先將針對新上任的拜登總統做初步的觀察，包括他的基本傾向、對於中國的看法、以及呼之欲出的大戰略；再來，我們將探究新任國務卿布林肯，包含他的早期經歷、通盤交往策略、由歐巴馬到川普政府時期的觀點、戰略觀的浮現、及對台灣的看法；最後，我們將檢視國家安全顧問蘇利文，包含學經歷、人格特質、以及戰略觀。

After briefly reviewing the foreign policy of the Trump ddministration in the past four years, we will firstly provide for a preliminary prob into President Joe Biden, with a focus on his basic orientations, views on China, and emerging grand strategy. We then look into the Secretary of State Antony Blinken's profile, including his erlier experiences, discourses on comprehensive engagement, embryo strategic view, and perspective on Taiwan. Finally, we will examine National Security Advisor Jake Sullivan's past, personal characteristics, and strategic view.
