The Future and Perspective of Taiwanese Economy

摘要

在美中貿易戰及5G應用技術快速發展的背景下，台灣經濟基於台商回台投資潮及資通訊產業的優勢條件，正面臨一個絕佳的再發展時機。然而，資源的窘迫性也構成台灣經濟進一步發展的障礙。因此，政府必須有好的政策設計來提供誘因機制引導資源避免錯置，才能承接美好的經濟果實。究此，本文將由數個層面來探討台灣經濟面臨的機會、挑戰，以及應有的政策設計。這些面向包含了五加二產業創新計畫、六大核心戰略產業、高階製造中心等產業政策的討論，以及資金、人才等有限資源的妥善利用課題。

Under the background of U.S.-China trade war and the rapid development of 5G technology diffusion, Taiwanese economy has a good opportunity to regrowth base on the backward investment wave of Taiwanese enterprises and the advantage on ICT industries. However, the scarcity of resources has formed a barrier for the further development of Taiwanese economy. Therefore the government should provide optimal incentive scheme through designing reasonable policies to allocate the limited resources properly. In this article, several dimensions are studied to analyze the opportunities, challenges, and the possible polices could be considered. The polices including 5+2 industrial innovation plan, six core strategic industries, and high-end manufacturing center are discussed. The issue of utilizing the limited capital and human resources appropriately is also concerned.
