運動經紀人制度源自於西方,乃運動職業化過程中,基於服務需求自然產生的角色,於整體市場中扮演穩定及協調發展的潤滑劑。雖然臺灣尚無相關專業人才與管理制度,但其對於整體運動產業的良性發展、帶動週邊產業之興起及價值的提昇,大多數運動員都傾向於此制度的產生(高俊雄,2002)。在國內,運動經紀服務並非無發展空間,但基於目前環境對運動員價值與運動經紀人的角色認知不清,實為現階段欲推行所面臨的一大阻因(陳德倫,2009);反觀國外,在運動經紀相關制度與專業人才培養等,都可做為未來規劃的參考方向。本研究旨在探討相關文獻,分析國內、外發展概況並參考相關證照考試制度,提出以下適合臺灣運動經紀人才的培養模式:(一)培訓資格認定;(二)專業能力培養;(三)證照檢定考;(四)專業證照取得與(五)回流教育。期望藉由階段性培訓,將其專業價值突顯並吸引優秀人才投入,最終目的在於提高其專業能力與素質。運動經紀專業化為邁向國際舞台的必然趨勢,建議未來可依國內市場需求,從個人職業運動如高爾夫、網球進行。倘若能藉此契機發展一套完善的人才培養模式並落實授證法制化,將可避免實際運作上的複雜度,最終期許能建立運動經紀專業形象的認同。
The system of sport agent originates from the West, and it is established in service for stabilizing and harmonizing the sports market during the process of professionalization. In spite of the local absence of professional management system in Taiwan, for the future development of the market and peripheral industries, it is still necessary to develop such system. Thus, the majority of athletes incline to establish a system of sport agent in Taiwan (Kao, 2002).After investigation of foreign and local literature, the author finds out that it is possible to develop such system in Taiwan (with economic potentiality) but the main local problem lies in the mainstream underestimation and misunderstanding of athletes, sport agents and their existing values (Chen, 2009). Also, for local industries, it is worthy of taking a notice of the foreign established system of Europe, American and Mainland China (including their professional training mode).The author takes a research and analyses many aspects of the system of sport agent including the certification system both at home and abroad, and then she designs a 5-step training mode for Taiwan: (1) Selection examination for the target persons receiving the training program. (2) Training program which provides them with professional competency. (3) Certification examination. (4) Acquisition of the certification license. (5) Preparation for the future in-service training. In the long run, the system which emphasizes the professional independency of sport agent will arouse the interests of the distinguishable persons. In brief, the essay aims to elevate the professional competency of sports agent, provide a system to manage them efficiently, and finally prosper the sport business and its peripheral industries.If Taiwanese athletes want to stand on international stage, it is necessary to develop a professional system of sport agents. To achieve this goal, the author suggests that we should take the local economic necessity into account and starts from the sport market of individual professional sports, such as golf and tennis. After improving a high-quality system for training qualified person and legalizing it, the system can avoid many future problems. Finally, this system will help the public identify with professional competency of sports agents.
