Since 1995, the Ministry Economics Department of Commerce has achieved a series of plans to improve the business districts in order to make sure them success in the future. The purpose of this study was to explore the key success factors of new business district development and operation. This is a qualitative research, a sample was selected from Nantou County. The data collected by in person interview. Data analysis revealed that the key factors of business district development and operation were management, product develop, marketing strategy, corporate social responsibility, and localization. The results suggested that future researchers can examine different types of business districts in order to test and verify the value of findings.
