摘要


中小學教師評鑑已是必然之趨勢,然對於教師評鑑的具體作法與配套措施,仍未有明確之規範。教師評鑑與績效管理及人力資源發展雖分屬不同之概念領域,但彼此間有其關聯與共通性。當此教師評鑑制度逐漸形成之際,應能從績效管理及人力資源發展的觀點中獲得啟示,以找出中小學教師評鑑的可行作法,亦即中小學教師評鑑可融入教師績效考核的精神,並且中小學教師評鑑的目標應導向教師人力資源發展。

Teacher evaluation in primary and secondary schools is an inevitable trend. Teacher evaluation, performance management and human resource development belonging to different concept areas, but they are association with each other. Teacher evaluation should get inspiration from the point of view of performance management and human resources development. Teacher evaluation can be integrated in to the concept of the teacher performance appraisal, and the goal of teacher evaluation should be directed to the human resource development.
