台灣地區國際觀光旅館技術效率之評估與探討

A Study of Technical Efficiencies of International Tourist Hotels in Taiwan

摘要

根據2001年台灣國際觀光旅館業普查資料，本文先以資料包絡分析法評估個別國際觀光旅館的技術效率；然後再利用Tobit截斷迴歸分析探討影響國際觀光旅館技術效率的因素。效率評估的實證結果顯示，台灣國際觀光旅館在投入資源運用效率上仍存在部份改善的空間，具體而言，在目前的產出水準下，平均仍可減少約10%的投入使用量。至於迴歸分析實證結果則發現，國際觀光旅館的技術效率會隨著經營規模的擴大而提高；業務集中度與技術效率間具有正向的關聯性；而是否爲新進者、是否位在風景區，以及是否加入國際觀光旅館連鎖體系等國際觀光旅館自身特性變數對技術效率的影響則不具有統計顯著性。

Based on the survey data of Taiwan's international tourist hotels in 2001, this paper first uses DEA to assess technical efficiencies of these firms, and then applies the Tobit censored regression analysis to study determinants of their technical efficiencies. The efficiency analysis shows that international tourist hotels in Taiwan could have reduced inputs by about 10 percent, on average, and still have produced the same level of services; in addition, inefficient firms use on average about 20 percent more inputs per unit of output than efficient firms. The regression results show that variations in technical efficiencies among international tourist hotels can be well explained by some of the firms' attributes. There exists a positive relationship between the firm's size and technical efficiency. The impact of the firm's service concentration on its technical efficiency is positive. However, the differences in technical efficiencies between international tourist hotels located in scenic areas and urban areas, between new entrants and incumbents, as well as between those joining the international hotel chains and others, are not statistically significant.
