探討醫院品質指標資訊系統導入之研究

Research of Probing into Hospital Quality Indicator Information System Adoption

摘要


目的:本研究經由實證方式透過電子郵件及網路問卷調查,瞭解目前THIS研發醫院使用品質指標資訊系統之現況及影響發展THIS資訊系統導入的因素。方法:本研究採用調查研究法,藉由文獻探討與問卷調查蒐集相關資料,經由專家會議所修正後編製正式問卷,牽涉到的構面與因素有(l)使用者構面包含二項因素:使用者參與程度、使用者的教育訓練;(2)組織構面包含二項因素:組織規模、高階主管的支持;(3)資訊部門構面包含二項因素:資訊人員技術能力、資訊人員的態度;(4)環境構面包含二項因素:醫療政策、同業競爭。其次,再以網路問卷普查方式針對THB研發醫院進行正式問卷調查。調查的對象為九十四年度台灣醫務管理學會THIS之研發醫院,共計231家。其中,9家醫學中心、49 家區域教學醫院、32家地區教學醫院與141家地區醫院的負責品質指標資訊系統之人員。結果:共計發出231份問卷(以電子郵寄方式計有200份;另以傳統郵寄方式與當面發送計有31份),回收問卷98份(電子郵寄方式回收89份;傳統郵寄方式與當而發送計有9份),回收率42.42%,經刪除資料填答不完整問卷有2份,有效問卷為96份,有效回收率為41.56%。結論:本研究以八個關鍵因素來進行區別分析,結果發現以「高階主管的支持」及「同業競爭」兩個因素為最有效區分醫院導入或未導入的預測變數,亦即此兩個因素對醫院導入THIS資訊系統的成功與否,具有決定性的影響。

Objectives E-mail and internet questionnaire investigation were used to realize the condition of processing healthcare indicator information system and the factors which would affect hospitals developing THIS information system in this research. Methods: The relevant materials were collected by means of bibliography and questionnaire. The formal questionnaire was made after revising via the experts meeting. There were several kinds of sections and factors involved (1) the users section included two factors: degree of users' participation and educational training of users; (2) the organization section included two factors: organization scale and support of high rank supervisors; (3) the information department section included two factors: technical ability of information staffs and attitude of information staffs; (4) the environment section included two factors: medical policies and horizontal competition. Second, 231 THIS research and development hospitals were investigated by processing the formal questionnaire investigation to THIS hospitals by means of internet questionnaire. Results: A total number of 231 questionnaires were sent to 231 involved hospitals and retrieved 98 questionnaires. The effective questionnaires were 96 and the effective rate of retrievals was 41.56%. Conclusions: Eight key factors were employed to process the Discriminant Analysis in this research. According to the results of Discriminant Analysis, the two predict variables which were support of high rank supervisors and horizontal competition could discriminate hospitals adopting THIS information system from inverse effectively.
