日本與東協籌組FTA之研究

摘要

本文整合「國際政治」與「國內政治」的因素，並按國際自由貿易協定的3個階段：發動、談判到批准與執行，來分析日本與東協籌組FTA的經過與前景。過去日本一向堅持多邊主義協調體制，並且充分享受市場開放帶來的經濟效益，因此忽視地區的自由貿易。然而最近幾年起，日本政府也開始從偏重多邊協定轉向重視FTA。二○○二年十一月，在日本與東協的領袖會議上，雙方簽訂聯合宣言，同意在10年內締結自由貿易區。本文將探討日本開始積極與東協籌組FTA的原因、日本與東協在FTA的談判過程遭逢的問題、以及日本與東協FTA未來可能出現的變化。

This paper integrates international and domestic politic factors to analyze the initiation, negotiation, ratification and implementation of Japan-ASEAN FTA. In the past, Japan implemented the multilateral system, and enjoyed the economic profit brought by the open market, therefore neglecting regional free trade negotiation. However, in recently years, Japanese government also started emphasize on FTA. In November 2002, Japan and ASEAN signed the joint declaration, and agreed to build the free trade area in 10 years. This paper will discuss the reason why Japan started to build the FTA with ASEAN, the difficulties in the FTA negotiation why process, and the fature of Japan-ASEAN FTA in the future.
