休閒農場人才政策分析之研究-以飛牛牧場個案為例

摘要


休閒農場具有三生(農業生產、生活、生態)一體之特性,其最大特色是融合服務於其中,所以,休閒農場創新人才的培育與人力素質的提升,成為影響產業發展之重要關鍵因素。農場企業經營以人力資源為核心,政府對休閒農場之人力發展政策將影響該產業是否能邁向以專業與創新之人才發展,本研究擬探討國內休閒農場人才發展政策並加以分析研究,針對飛牛牧場個案深入觀察與深度訪談,了解其經營過程中人力規劃、培育和發展等相關議題,進行專家焦點團體討論,針對目前休閒農場人才政策分析所作之研究,包括確認問題、建立評估標準、定義可選擇之政策、評鑑可選擇政策、展現並區別可選擇政策、執行督導和評鑑政策成效,有助於將來休閒農業產業政策之規劃和業主在人力資源發展時之參考。

The 21st century is the era of knowledge-driven economy. Aside from characteristic of three (agricultural production, life, ecology) in one, the greatest feature of leisure farm is merged service in it. Therefore, cultivation of innovative talents and promotion of manpower quality in leisure farm become an important key factor of influencing industry development. Farm enterprise management sees human resources as the core. Thus, government's policy for manpower development in leisure farm will influence this industry to move to professional and innovative talent development. This research plans to probe domestic leisure farm talent development policy, analyze and research it. Here we focus on Flying Cow Ranch case with deep observation and interviews, understand its relevant topic of manpower planning in course, fostering and developing etc., carry on expert's focus group discuss, aim at present researches done for talent policy analysis in leisure farm, including confirming problems, building evaluation standard, defining optional policies, grading alternative policies, showing and distinguishing them, executing supervision and commenting policy effects. It helps in the future leisure agricultural industry planning and owner's reference when human resource develops.
