本文建構一個衡量技術外溢的追蹤資料模型,探討台灣在1989-2011年期間壽險業外人直接投資是否對本國公司帶來技術外溢效果。研究發現有三,包括:第一、就整體本國壽險公司而言,外人直接投資對本國壽險公司存在正面且顯著的技術外溢效果;第二、外溢效果對1988年以前成立的舊壽險公司所產生的正面效果較為顯著;然而,對1994年後才成立的新壽險公司之外溢效果,雖為正面,但不具顯著性。第三、隨著外商加入本國市場的時間越久,對舊壽險公司的外溢效果呈現遞減的現象。上述結果引伸的涵義顯示:開發中國家藉由外人直接投資引進先進國家經營方法,以提升本國壽險業的經營技術,應該是一個值得考慮的策略。此為臺灣經驗可提供開發中國家發展壽險業的啟示。
This paper examines whether the foreign direct investment of life insurance bring technology spillovers to domestic life insurance companies in Taiwan during 1989-2011. The results show three findings: First, at the whole domestic firms level, technology spillovers of foreign direct investment are significantly positive on the domestic life insurance industry. Second, the magnitude and significance of FDI spillovers are difference between old and new life insurance companies. The spillovers are both positive and significance in old life insurance companies; however, the spillovers are positive, but less significant in new life insurance companies. Third, for the old life insurance companies since 1988, the spillover effect of FDI is larger in early stage than that in latter stage. The implication of the above results suggest that allowing FDI is a feasible policy tool to enhance the management techniques of the domestic life insurance industry by introducing advanced operation skills from developing countries. This experience from Taiwan's FDI in life insurance industry could offer some enlightenment for developing countries.
