我國中央政府自九十五年度實施組織精簡與總額控管,將秉「地方能做的中央不做」、「民間能做的政府不做」之「權利下放」原則,以邁向「小而能」的政府為目標。 因此教育部體育司擴編而出的行政院體育委員會,在面臨回併教育部的同時,必須優先考量那些業務需下放或授權,因此不僅組織架構與分工、職掌與資源的調整,皆需要精心設計與規劃,而得到新增權力與資源的地方政府與民間體育組織,如何建構相對應的組織與人力與善用新得的資源,使之在新的組織與分工下,能發揮比現在更好的行政效益,乃成為現階段應迫切研究的課題。 本研究屬應用型,擬以文獻分析法,結合專家學者與行政人員的座談會與個人專訪,期望能建構出新的中央與地方體育行政組織與分工體系,使我國體育行政業務的效率與效能,能發揮一加一大於二的加乘效果,達到「小而能」政府的預期目標。
From 2006, our central government will put streamlined administration and total control into practice, under the principle of ”Central government won't do what local can do”, ”If non-government can do, the government won't do”, and giving authorization downside. Aim to be a ”small and capable” government. Thus, the National Council on Physical Fitness and Sports (NCPFS) of the Executive Yuan, expanded from the Department of physical education of Ministry of Education, at the same time, facing to consolidate back to the Ministry of Education, must think which business should be authorized downside. So, not only the adjustment of organization structure, division of work, but also the authority and resources need to be designed and panned. It's an urgent problem to be researched for local government and non-governmental physical education organizations which gain the new power that how to build corresponding organizations labor and make the best use of resources, under the new organizations and work division, to make better administrative benefits than now. The research is practical, using the method of documents analysis, combining the symposium of experts, scholars, administrative personnel, and personal interview, looking forward to building new administrative organizations and work of division between central government and local government, to make our administrative physical education business effective and efficient. That, ”one plus one is more than two”, multiplication effect may be brought into full play, and the expected target, ”small and capable” government can be achieved.
