Identity-Based Movement and Collective Rights: A Brief Case Discussion of PingPu Indigenous Peoples' Activism

集體權與認同運動-當代平埔族群運動之初探

摘要


本文主要說明認同運動與權利的關係,並透過觀察台灣平埔族群集體認同與其針對原住民族群身分訴求,藉由新社會運動的權利觀點與認同政治策略來看此一集體權利運動。本文除了簡單探討集體權利與認同之關聯性外,透過當代平埔運動之檢視,說明透過權利與認同的訴求去進行身分認定的爭取與建構,實際效應是持續為正名運動目標邁進。不管是以族群身分發聲,或是進行法律層面上的挑戰,除了不同研究領域的論述與研究需持續發展外,在社會運動策略上,尋求大致相同的目標下去接納與尊重不同運動路線的做法。再則,雖然平埔族群運動應以具有族群認同與認識者為主體,但是尋求關心族群權利的人士,更是平埔族群運動者應該拓展的族群身分運動策略人脈建立。

The result of centuries of colonization, indigenous tribes in Taiwan have faced severe cultural repression because of the government's refusal to accept ethnic, racial, and cultural diversity. The PingPu Status Recognition Movement is the result of a decade of activism by impassioned people seeking the right to self-determination, autonomy, and tribal legitimacy from the Taiwanese government. Using PingPu indigenous peoples' rights claims activism as a case, this paper seeks a better understanding, exploration, and explanation of the links between indigenous peoples' rights and identity-based activism. This paper suggests that activists' commitment to ethnic identity consciousness raising among the PingPu peoples is important for reclaim and revitalize indigenous identity and the right to be recognized as indigenous peoples. Identity and right claims activism is not only fighting for traditional cultural practice, but also with the intent of promoting social justice and human rights.
