聯合國糧農組織與糧食安全

摘要

聯合國糧農組織是聯合國最早設立的專屬機構，原本可望成為《聯合國農業部》的糧農組織，卻因為長期受到國際局勢變化的外力牽制而弱化了其角色與定位。然而糧食安全議題因近幾年來的糧食危機重新引發各界關注，也連帶使得糧農組織的存在又再度受到注目與期待。本文藉由回顧國際糧食安全議題各個階段之演變來觀察糧農組織與糧食安全的關係，並在一併檢視其它聯合國相關機構之後，對現階段的糧食安全議題進行檢討。

The FAO is the first specialized agency in the UN system. It was supposed to be the Ministry of Agriculture in the UN, however, being dragged by the evolution of the international environment, the FAO's role and its status has been weakened. Once again, the world pays its attention to the issue of food security because of the resurgence of the food crisis in recent years. The existence of FAO attracts therefore people's attention. This article reviews the relation between the FAO and the food security by surveying the food security in different stage in the international context. And after the examination the other related UN organization, the author launches a serial of critics on the food security of the time being.
