摘要

蟻元系統(ant system，AS)為Dorigo[15]於1991年所發表的一個新的啟發式演算法，並成功的運用於銷售員旅行問題(traveling salesman problem，TSP)上；近年來，許多學者將蟻元系統拓展至車輛途程、生產排程等研究領域上，被證實具有一定的成效。德菲法(Delphi method)的預測技術最早研究，始於1948年美國Rand corporation為美國空軍從事的一項國防研究計畫。1960以後，德菲法逐漸被政府機構及學術團體拓展至其他領域上，如政府政策、社會環境、教育制度、科技策略、企業經營等方面問題之預測及評價。
在進行德菲法時，往往會碰到下列問題之發生：研究進行時間較長並且步驟繁複，較難取得專家持恆的配合，且其意見可能因客觀因素改變而前後矛盾。再者，由於利用問卷方式進行，需反覆回饋，耗費許多時間。由於在進行德菲法技術時，專家集結不易，並且在回收、整理問卷時需耗費大量的人力、物力。
本研究利用蟻元理論的特性，建構數學模型，進行模擬德菲法的決策機制。故於本研究當中，期望能降低在德菲法中，專家的決策時間與更為公正的決策。首先以各個專家及其對每項方案的偏好度，建構蟻元系統中的數學模型，並將偏好度轉化為能見度。在此系統中，費洛蒙(pheromone)的定義為每項方案的選擇人數，而藉由能見度與費洛蒙的累積，計算出各個方案的選擇機率，經由此過程，反覆的進行回饋，以期望藉由蟻元系統達成模擬德菲法的決策機制。

Ant system has been proposed by Dorigo in 1991. It is a heuristic algorithm and has been applied to traveling salesman problem (TSP) successfully. In recent years, many scholars expended AS to various aspects, such as vehicle routing problem and scheduling problem, etc. It has been proven to be efficient on those applications.
Delphi method was first introduced by Rand Corporation for the US Air Force in 1948. After 1960, Delphi method has been applied to other government and academic use, such as government policy, social environment policy, education policy, and so on. When carrying on Delphi method, it is time consuming to reach a final decision..
This research utilizes the characteristic of the AS to simulate the decision-making process of Delphi method. By establish the AS, the simulation model could simulate the Delphi decision-making process. The AS model established by this research can simulate the Delphi decision-making process efficiently.
