Long-term care services include housing, socialization, food, in-home chore and personal care, transportation, and medical care etc. Long-term care is generally not the result of a specific medical problem but instead, is the care required to assist those whose physical and mental disabilities impair their functioning in those activities necessary for daily living. Those countries such as Germany and Japan implemented the long-term care insurance system to deal with the problem of elderly care. The aims of the present paper are to review the long-tem care insurance of the above two countries, we analyze the insurer, consumers, financial system, payment mechanism and the current problems of their long-term care insurance implementation. Finally, we also analyze the long-term care system of Taiwan and propose many suggestions for this system.
