臺灣地區長期照顧服務政策現階段推動方向之研究

摘要

目的：瞭解台灣長期照護服務之現況及民營化的趨勢、在地老化的方向與長期照護機構「民營化」之經營管理等，歸納出未來政府長期照護政策之推動方向。方法：本研究以文獻探討方式，歸納與分析長期照護相關現況；主要蒐集長期照護之相關資料，包括碩士論文、國內外期刊之相關文章及相關政府統計資料等。結果：民營化趨勢下政府仍應加強長期照護單位之服務內容及組織控管、落實服務資源社區化、落實評鑑制度及相關長照服務法規之規範、急需整合各類長期照護體系。結論：目前長期照護組織控管不良、機構品質良莠不齊、照護體系缺乏整體性等，導致政府推廣在地老化長期照護機構面臨許多考驗，因此制訂標準化的管理應是當務之急。

Purposes: To understand the current long-term care services situation and privatization trends, in the direction of the aging in place, long term care management in Taiwan. And to sum up the future direction of the government to promoting long-term care policy. Methods: Through literature review and analysis of the status of long-term care related, major long-term care related information collected, including master's thesis, domestic and foreign journals and articles related to government statistics, etc. Results: The trend in the privatization, the government should strengthen the long-term care institution services and organizational control, to implement community-based service resources, to implement evaluation and related laws and regulations; long-term care systems need integration of their lack of an overall development. Conclusion: The current long-term care organizations poor control, institutional quality varies, the lack of an overall care system, led the government to promote aging in place and long-term care services are facing many challenges, the development of standardized management should be a priority.
