The purpose of this paper is to discuss the issues of care management of elderly people with disability. The first section describes the current characteristics of elderly people in United States and in the World. The second section presents the world facts and statistics on disability issues. Currently around 10% of the total world's population, or roughly 650 million people, live with a disability. An estimated 386 million of the working age people have some kind of disability (International Labor Organization). There are around 36 million people or 12% of total population having disability conditions in the United States. Except the number of people institutionalized, there are 5% children and youth; 10% of the adult aged 18 to 64; and 37% of the aged 65 and over having disability conditions living in the community. The third section defines the concept of disability. Disability is an umbrella term, covering impairments, activity limitations, and participation restrictions. An impairment is a problem in body function or structure; an activity limitation is a difficulty encountered by an individual in executing a task or action; while a participation restriction is a problem experienced by an individual in involvement in life situations. (WHO-2012) The disability may be divided as Physical Disability, Sensory Disability -Visual, -Hearing, Olfactory-Gustatory, Somato-Sensory, and Balance Disorder, Intellectual Disability, Mental Health and Emotional Disabilities or Psychiatric or Psycho-social Disability, as well as Developmental Disability (Mental Retardation). The fourth section discusses the care of elderly with disability conditions. There are Macro and Micro care issues and problems including the economic income security, the provision of medical care services, the home-care and day care, the leisure and education programs for elderly, the elderly companionship and transportation services, the elderly protection and legal aid, the establishment of data management system for elderly care, organizing professional and community conference of elderly care related to disability issues. The fifth section discusses the health management of elderly with disability. The professional staff needs to equip the knowledge and skills of elderly care, the knowledge of aging process in human development, communication skills, handling ethical dilemmas, strategic planning skills, program evaluation methods, budgeting skills for elderly care agency, and volunteer training and management. The Fayal's 14 Principles of Management are recommended for professional managers to study. The conclusion emphasizes that the elderly care professionals should receive further training in health management in order to assess the health issues related to disability, to plan and implement, to coordinate and monitor, and finally to evaluate the effectiveness of elderly care programs in a complex health organization.
