目的:本研究分析花蓮鐵道文化園區採取文化治理策略的難題,進而思考地方城鎮利用閒置空間發展藝文產業的可行性與適切性。方法:研究透過深度訪談、觀察和文獻等方法蒐集資料,進行分析。研究發現:花蓮中小型藝文空間不足、租金偏高,且藝術參與人口相對較少,各種藝文表演票房仍須深耕。由於中央與地方文化部門對空間運作的治理思維歧異,結果可能使得空間夾雜於異地與原生藝術、菁英與庶民品味、產業與生活日常等不同觀點的治理衝突;尤其中央文化部門重產業、求績效,與地方希冀提供市民與再利用場域的親近性的治理理念大異其趣,結果造成原有空間的功能遭到取代,以至於空間常失去原有的歷史記憶,並造成與地方之間的關係產生斷鏈。建議:運用閒置空間應考量地方特徵與在地中小型藝文團隊的需求,要能串接市民、專業管理團隊、政府的合作,納入多元參與,減輕各團體進入空間的費用,長期、有計畫地培育藝文欣賞人口。
Objectives: This case study analyzes the difficulties of adopting cultural governance strategies in Hualien Railway Cultural Park, and reflects the feasibility and appropriateness of the locals to reuse the vacant space to develop cultural industries. Results: The study found that the number of small- and medium-sized art and cultural spaces in Hualien is insufficient and the rent of those spaces is high, while the population participating in cultural activities is relatively rare. Due to the divergence between the central government and the local culture department in the policies of making use of the vacant space, the conflicts of governance might appear in different perspectives, such as developing an adventive or original artistic creation, meeting the elite or civilian tastes, and boosting industrial development or satisfying the local daily life styles. The central culture department hopes to promote industrial development and improve business performance, which is quite different from the local government’s idea in providing close cultural space for the citizens by rehabilitating unused spaces. The function of the original space was replaced, thus the space often forfeits its original historical memories and loses its connection to the local area. Suggestion: Rehabilitating unused spaces should re-consider the local characteristics and the needs of small- and medium-sized local art groups. It also should be able to encourage the cooperation of citizens, professional management teams, and the government, take diverse perspectives, reduce the entry cost of any groups access to the spaces, and cultivate the population involved in arts and cultural activities.
