台灣IC封測產業經營績效管理之研究

摘要

在整個半導體產業快速增長的時付，台灣於2001年推動兩兆雙新產業，為台灣經濟帶來龐大的貢獻，台灣IC封裝產業至今的表現還是相當不錯的，2009至2011年台灣IC封測產業產值市佔率為全球第一。要維持半導體產業正常運作，經營的策略是重要方向，IC封測產業需要人力與資金投入，其主要花費於採購設備上，依據工研院統計2011年資本支出占銷收額的20%以上，且近年來國際大廠IDM與IC設計業委外檢測需求增加，IC封測業的專業測詴能力必然相對需要進步。本研究主要回顧半導體產業，並以較為客觀的績效研究方法資料包絡分析法，來探討台灣IC封測產業，如何在全球高度競爭壓力下，除可輔助產業提昇經營績效及規劃產能方向，對於政府推動其他高科技產業，可擬定更完善政策依據。以下提出幾點台灣IC封測產業建議事項：一、IC產業上中下游供應鏈的整合性相對性的完整。二、產能利用率與人員要能有效性的分配。三、採購的設備，要符合現今需求，要能有效投入，並能維持3至5年的市場需求。四、技術投入及創新，須符合國際大廠IDM認可及信賴。

In this study, a review of the semiconductor industry, and more objective performance research methods data envelopment analysis method, to explore Taiwan's IC packaging and testing industry, how a high degree of global competition pressure, operating performance, industry management and planning capacity can direction, to maintain the world accounting rate the world's first, put forward the following points: A. The integrity of the Upper, Middle and Lower Stream of IC industry supply chain. B. Capacity utilization and personnel must be efficient allocation. C. Purchasing equipment that comply with demand and efficient use and maintain market demand for 3~5 years. D. Technical investment and innovation must be recognize and trust by international companies IDM.
