摘要

機坪勤務人員是在「後場」肩負飛安防線責任之人，飛安訓練的內容、對象、頻次，均攸關其風險認知與降低風險的能力。本研究透過錯誤樹分析，從大量且片斷的飛安事例中，藉由推論後果至其原因，逐次理清「機坪勤務相關事故」在系統內部的層次結構，繼而追溯系統中可能導致不幸結果的錯誤，以歸納其相關危害因子，做?調查訓練課程規劃的問卷雛形。?了確保問卷品質，本研究以信度檢驗確認一致性，再利用Aiken內容效度係數及同質性信度係數進行內容適切性評鑑。另外，透過口語綜合評判函數觀察受訪者以語意評估語傳達其態度取向的強烈程度，從而估算整體評估類別之各變項的相對權重及排序。本研究可望協助業者檢視相關工作者之飛安初訓及複訓課程內容與時數安排的妥適性，並在成本限制下評估訓練資源的合理配置，裨益從教育本質穩固失事預防的基石。

Airport ramp workers are one of the defensive lines for aviation safety. Contents, subjects, and frequency of the safety training are very important for them to understand and increase their ability to reduce those risks. This study collected large amounts of aviation incidents, which were pieced together to restore original causes and facts by inference of fault tree analysis, with disciplinary methods to clarify hierarchy structures in ”ground handling operational related accidents”, and trace all possible mistakes. The relevant hazard factors are concluded to provide reference for questionnaire design, which could be used for curriculum planning for safety training. In order to ensure comprehensive content and careful design of the questionnaire, this study verified the reliability of data classification to ensure panelist consistency. Aiken content validity and Aiken homogeneity reliability are conducted to evaluate the appropriateness of the questionnaire and the screening items. The aggregation function by verbal evaluation was observed, and the severity of the attitudes conveyed by the interviewers during linguistic evaluations, and estimations of relative weights and order of items ensure the questionnaire's design. The results can be applied to ramp operations systems as a reference to minimize management costs, and assist business owners to ensure ramp workers have proper aviation safety orientation, appropriate arrangement of curriculum content, and hours for recurrent training.
