摘要

2012年普亭當選俄羅斯聯邦（Russian Federation）第四任總統，5月7日宣誓就職，新一波國家各部會首長上任，政府開始運作。其運作之基礎即其憲法規範下的俄羅斯政府組織。根據俄羅斯聯邦憲法，其第六章第110至117條規定聯邦政府之構成、產生、運作及職掌權責。依法運作下龐大的俄羅斯聯邦中央政府具五項特徵：聯邦政府是俄羅斯聯邦國家最高行政權機關；總理為俄羅斯聯邦政府的最高領導人；總理決定聯邦政府工作的基本方向並領導這一工作；政府有權提出總辭，而總統有權接受或拒絕；作為俄羅斯聯邦最高行政機構，聯邦政府依據聯邦憲法、聯邦法律及聯邦總統指令確定聯邦政府職責。而依據俄羅斯聯邦憲法相關規定，聯邦政府構成之機關有：1.聯邦政府總理；2.聯邦政府副總理；3.聯邦政府各部會首長；4.聯邦政府協調與諮詢單位；5.俄羅斯聯邦政府下轄之聯邦局及聯邦機構；6.聯邦政府基金會；7.附屬於聯邦政府的機構；8.高級公署辦公廳；9.俄羅斯聯邦政府行政主管部門；10.俄羅斯聯邦政府國防工業部門；11.俄羅斯聯邦政府公共服務及人力資源部門。
