犯罪學者指出,由於警察工作的特殊性,警察在信仰,價值,與行爲上,往往有別於一般職業團體,且往往也是反主流價值的。犯罪學者在討論警察工作態度時,主要以Durkheim (1952; 1964)與Merton(1957)兩位古典社會學者的結構適應論做爲基礎,強調工作環境的適應是造成警察特殊的,甚至於是偏差的工作態度的主因。此種以結構適應作爲警察工作態度的解釋是否妥當,正是本研究探討的目的。本研究以台北縣警察爲母體,採用分層隨機抽樣方式籍以取得分析樣本,樣本數爲518。本研究發現,警察工作本質導致的挫折與危險,足以降低警察對績效制度之支持。然而,木研究在引進符號互動論的觀點後,發現警察組織生活及社會生活扮演重要中介角色,發揮他們對警察工作態度的影響。本研究結果強調:社會學結構適應論的傳統闊然可以解釋警察工作態度,然而,這樣的論點並未能得到警察工作態度更爲真實的面貌。事實上,警察組織與生活內涵,警察與社會大眾的互動關係,更具決定性影響。據此,本研究建議,強化警察生活世界的內涵,尤其是他們與上級長官的關係,以及與社區的良性互動,將有助於提升警察正面工作態度,追求工作理想。
Criminologists often describe police officers to have unique as well as deviant working attitude. The argument is often based on the works of Durkheim (1952; 1964) and Merton (1957) which emphasize the importance of structural adaptation concerning the development of human behavior. The paper intends to examine the adequacy of this argument. Data for analysis are from police officers in Taipei County. A total of 518 samples were collected. The paper finds that the nature of police working environment, especially, the dangerousness of police job, would frustrate police officers and lower their supports of police job performance policy. However, we also find that by adopting the concept of symbolic interaction, we could reach a better understanding for police working attitude. Both the organizational life and the interaction between police and the public play crucial roles affecting how a police officer sees his or her job. With this, we suggest that the police administrators adopt a policy of upgrading the relationships between the police officers and their supervisors as well as the general public so that the pursuit of police idealism could be assured.
