Performance management is a benchmark for evaluating the performance of public construction. Performance index is an essential method to reach the performance management and also evaluation criteria to measure the level and effectiveness of progress on public construction. This research combined the Balanced Scorecard method and the existing performance indexes based on publicd research to develop twenty critical factors for the performance measurement of a company. And then, the performance indexes are introduced to case company to demonstrate the usage of proposed method. Finally, this research proposed some improvement suggestion for case company according to the investigation result.
