應用平衡計分卡方法於公共工程之績效評估

Applying Balanced Scorecard Method to the Performance Measurement of Public Construction

摘要


績效管理是衡量達成公共建設的政策目標之標準,績效指標則是達成績效管理之必要方法,並且為一套評分準則,用來衡量工程進行的目標達成程度和績效。本文以平衡計分卡方法為基礎,參考學者專家訂定之績效指標,擬定出公司策略目標四大構面共計二十項關鍵因子及其計量方法,再以應用評估的方式,將平衡計分卡導入實際案例,並對改善個案公司公共工程整體品質提出建議。

Performance management is a benchmark for evaluating the performance of public construction. Performance index is an essential method to reach the performance management and also evaluation criteria to measure the level and effectiveness of progress on public construction. This research combined the Balanced Scorecard method and the existing performance indexes based on publicd research to develop twenty critical factors for the performance measurement of a company. And then, the performance indexes are introduced to case company to demonstrate the usage of proposed method. Finally, this research proposed some improvement suggestion for case company according to the investigation result.
