國民中小學實施試辦教師專業發展評鑑計畫可能面臨的困境與可行途徑

A Difficulty and Reflection of Analyzing Ministry of Education Financing Proposal Concerning Teachers' Professional Development Evaluation

摘要


本文首先論述教育部補助試辦教師專業發展評鑑計畫的理念,目的在建立教育品質保證的機制,藉以提升教師的教學品質和學生的學習成效。再者,闡明試辦計畫的內容特色。第三,分析國民中小學試辦教師專業發展評鑑計畫可能面臨的困境。 最後,針對中小學試辦之後面臨的困境,省思促進教師專業成長的可行途徑,在配套措施方面,諸如:建立系統化的教師評鑑制度和明確的法源依據,強化校內評鑑小組成員的專業培訓工作,參考運用同儕教練模式,解決教學輔導教師不足的問題,增進評鑑規準和評鑑工具的信效度,家長參與評鑑計劃的方式和範圍須明確規範;在教師方面,諸如:加強評鑑計畫和作法的宣導與溝通,提供刺激教師專業成長的內在驅力和外在誘因;學校行政配合方面,則是涵括:學校行政單位提供教師足夠的資源協助,形塑有利於教師專業發展評鑑的組織文化。

This purpose of the research is to analyze the difficulty and reflection of the Evaluation Program for Teachers' Professional Development as developed by the Ministry of Education in Taiwan. Then it explains its relevance with increasing quality of teaching and learning. It also outlines possible difficulties that may stem from lacking relevant backup solutions, teachers' corporation, and complete administrative structure from school and eventually fail to build advantageous learning environment and be able to provide sufficient resources for running Teachers' Professional Development Evaluation. This study also states possible solutions for improving level of expertise for teachers. Relevant methods can be implemented, which include constructing concrete legal source, strengthening expertise for teachers and appraisal team members in campus, hiring consultants for training teachers, utilizing 'peer coach' mode, improving appraisal regulations and credibility, and dressing clear method and scope to participate in this evaluation by parents. Teachers can work on relevant fields, which include boosting promotion and communication for evaluation proposal and method, and providing derives internally and externally for professional development for teachers. School administrative unit can also perform relevant improvements, which include providing abundant resources and assistance for teachers, and creating positive organizational environment for professional development evaluation for teachers.
