摘要

根據法務部於2011年的兒童及少年犯罪概況摘要顯示，在暴力犯罪中，妨害性自主罪人數已逐漸躍昇，僅次於傷害罪，亦為近10年來犯罪人數成長最多；且自2003年以來其犯罪人數已超越強盜搶奪盜匪罪之犯罪人數，居暴力犯罪類型之第二位，少年性犯罪問題值得相關部門重視。少年妨害性自主犯並非成人犯的縮小版，其犯案對象、犯案類型、心性狀況、再犯危險評估與治療處遇等都與成人犯有許多的差異，可能不能以處遇成人性侵害犯方式與之互動。台灣對於成人性侵犯的各種處遇實務與研究經過這十年已漸成熟，然而在少年性犯罪者的特質、成因、評估與治療尚在起步中，需要政府社會更多的人力與經費投入。本文藉由整理少年性犯罪者處遇的國外經驗以及國內現況，期待有拋磚引玉的作用。

Recent research suggests that there are important distinctions between juvenile and adult sexual offenders, and the finding that not all juvenile sexual offenders are the same. As the need for effective treatment for juvenile sexual offenders continues to grow in Taiwan, it is necessary and important to examine current treatment programs for this population. This paper will address the overview, profile, assessment and treatment program about juvenile sexual offenders. We also explore the nature of sexual offending, recidivism, the types of sexual offenses committed by juveniles, and factors contributing to these offenses.
