屏南區發展遲緩幼童福利服務需求與滿意度之研究

摘要

本研究旨在探討屏南區發展遲緩幼童家長福利服務需求及滿意度之情形，以屏東縣屏南區的發展遲緩幼童家長為研究對象，屏南區研究母群共有328位發展遲緩幼童，藉由問卷調查100位家長，回收79份，回收率為79%，有效問卷為71份，佔母群體的22%。問卷資料以描述性統計、t檢定、單因數變異數分析及相關分析等方式進行統計分析。綜合問卷調查結果與討論，主要發現結果如下：發展遲緩幼童家長對福利服務滿意度最高者為「教育方面」，依序為「醫療方面」及「社會福利方面」。發展遲緩幼童的障礙程度及家庭社經地位在福利服務需求上達到顯著性差異，其餘則未達到顯著性差異。發展遲緩幼童的障礙等級、障礙類別在福利服務滿意度上達到顯著性差異，其餘則未達到顯著性差異。本研究最後依據研究結果，提出各項建議，首先從政策面建議（提出9點建議），其次以實務面建議（提出10點建議），最後以法律面建議（在規劃立法不足處提出3點建議），等三大架構為主軸，再依社會福利、教育與醫療等三個面向加以建構本研究建議，作為從事早期療育相關工作之參考依據。

There were 328 developed delayed children and they were population. There were 79 parents of developed delayed children and there were samples. There were 79% corrected questionnaires. The data analyzed including descriptive statistics, t-test, one-way ANOVA, Pearson correlation r value and regression.The study results have: 1. the most needs of families are ”medical needs”. The families are most satisfied with the services of ”educational satisfaction”. 2. The developed delayed degree, social and economic status of their families were significant difference. The delayed levels, developed delayed a type, parent's career degree, parents educational level were not significant difference.3. The needs of developed delayed levels, developed delayed a type, mother's educational level were significant difference. The developed delayed extent, social economic status of their families, parents career degree, father's educational level in welfare services satisfaction were not significant difference.Finally, the study according to the study findings making the frame of suggestions on the policy, practice and law. And making the dimensions of suggestions on social welfare, education, medical.
