本研究旨在以文獻舆内容分析技術,從系統觀點析論我國休閒觀光專業教育發展模式建構内涵,和建構發模式應有的策略。本研究首先論述系統理論、大學與技術學院評鑑指標、專業教育、專業化和系科本位課程等,和大學專業教育有關的因素;接著,分析我國休閒觀光人力培育所面臨的五項挑戰。接著,参考肯來國家觀光訓練與教育策略,分析我國休閒觀光專業教育發展模式的架構内容。最後,作者提出為建構我國休閒觀光專業教育發展的模式,應採用下列七項策略:1.参考肯亞的觀光訓練舆教育系統方法,建構我國發展的模式;2.須凝聚休閒觀光領域或產業内、外政策重要關係人的見解;3.從質性舆量化觀點,兔蒐集膏徵性資料,作為發展模式建構的依據;4.須從國家休閒觀光產業人力資源需求評估出發;5.須以專業化標準,建構休閒才觀光專業教育發展的模式;6.建立以「活動觀光」為主的產業與政策,俾與國際觀光發展主流趨勢接軌:以及7.以休閒觀光專業發展模式,作為制訂我國休閒觀光教育政策白皮書的依據。
The purpose of this exploratory research is to analyse content of the professional preparation model for recreation and tourism in Taiwan; as well as, the ways to construct a model professional preparation. Firstly, the author delineated the following professional preparation model-related concepts: system approach, evaluation indicators for the qualities of universities & colleges, professional preparation, professionalization, and department-based curriculum. Next, the researcher proposed the five major challenges that will be faced in the development of human resources in recreation & tourism. Thirdly, the author analyzed the key constructs for developing the model professional preparation in recreation & tourism for Taiwan, with reference to the national tourism training and education strategy for Kenya. Lastly, the author suggested the following seven strategies for use in order to develop the professional preparation in recreation & tourism for Taiwan: 1. To construct the professional preparation model using the national tourism training and education strategy for Kenya. 2. To cohere the different viewpoints of key stakeholders within or outside the recreation & tourism areas and industries. 3. To collect qualitative & quantitive data, as the basis for developing a model professional preparation in recreation & tourism. 4. To start the tasks for the model development based on the needs of human resources in recreation & tourism in Taiwan. 5. To construct a model professional preparation in recreation & tourism by adopting the criteria for professionalization. 6. To establish event tourism-based industry and development policies for the purpose of keeping track of the international trends in recreation & tourism. 7. To utilize a model professional preparation in recreation & tourism as a basis for formulating the national education & training policies white paper in recreation & tourism.
