臺灣科學園區之效率分析－以資料包絡分析法

摘要

科學工業園區的成立是臺灣高科技產業經濟重要指標，在面臨科技創新與產業結構改變所帶來新經濟時代，加速高科技產業及知識密集性產業的快速成長，隨著科技產業轉型以及科技產業的國際化腳步加快，高科技業在國際上的表現受大家所注目。本研究利用資料包絡分析法、視窗分析法模式（DEA window analysis）及FDH（Free Disposal Hull model）分析法，針對2004年至2007年的臺灣地區科學工業園區包含臺北科學園區（內湖科學園區、南港科學園區、大灣南段科學園區等三個地區）、新竹科學工業園區、中部科學工業園區、南部科學工業園區等共四區地區科學園區，就各科學園區之經營效率、及影響因子分析及生產力變動進行評估。研究結果顯示，由視窗分析之效率測量結果得知，其南部科學園區在未來趨勢裡面呈現進步，而臺北科學工業園區和中部科學工業園區則呈現達到頂點現象，相對於新竹科學工業園區則呈現退步現象。進一步藉由FDH分析模式得知，其中2005年和2006年兩個年度中所有科學園區效率值全部達到效率值1，效率平均值方面，臺北科學工業園區及中部科學工業園區效率平均值均達到1，效率值越接近1者為相對較有效率。最後將其視窗分析法與FDH分析法進行比較分析，發現其FDH分析模式下無法有效區別產業之效率值。

In this study, data envelopment analysis of window analysis mode (DEA window analysis) and FDH (Free Disposal Hull model) analysis for 2004-2007 in Taiwan Science Park contains Taipei Technology Park, Hsinchu Science Park, Central Taiwan Science Park, southern Taiwan Science Park, a total of four science parks, the operating efficiency of the Science Park, and factor analysis and assess the impact of changes in productivity. The results showed that the measurement of the efficiency of the window analysis results, which showed progress in the Southern Taiwan Science Park which future trends, and Taipei Technology Park and the Central Taiwan Science Park, is showing peaked relative Hsinchu Science Park presents regression phenomenon. That the FDH analysis mode, where in 2005 and 2006 for the two years the value of all the Science Park with all the efficiency of the efficiency value of 1, the average efficiency , the Taipei Science Park and Central Taiwan Science Park have reached an average of efficiency , efficiency the closer the value 1 by relatively efficient. Finally, the analysis of its window FDH analysis and comparative analysis, found that its analysis mode cannot effectively distinguish FDH efficiency value industries.
