公共部門人力資源外包研究-以某縣環保局為例

Research on HRO in the Public Sector: The Case of a County Environmental Protection Bureau

摘要


經濟社會的發展,大陸公部門人力資源需求不斷提升,對用人機制積極探索並做出了改革。人力資源外包是組織人事管理發展趨勢,也是公部門的人力資源轉變的契機。本研究通過問卷調查法對於環保局人力資源外包問題進行研究,希望能夠更好的擬定公部門人力資源外包對策。研究結果顯示,部門員工溝通、外包服務商評估及外包認知等因素,將關係到人力資源外包成效。這將使得公部門人力外包得到了正確的發展。

With the economic and social development, the demand for human resources in the public sector in Mainland China has been continuously increased. Thus, the employment mechanism has been actively set up and reformed. Human resource (HR) outsourcing is the development trend of personnel management and is the opportunity for the HR transformation in the public sector. This study aims at examining the HR outsourcing problems of environmental protection bureau by means of a questionnaire survey, hoping to better evaluate HR outsourcing strategies for the public sector. The results show that the improvement factors, such as employee communication between departments, evaluation of outsourcing service providers, and outsourcing awareness, will be highly related to the effectiveness of HR outsourcing. This will lead the public sector to be on the right track to the growth of HR outsourcing services.
