渡輪服務對離島運輸扮演至關重要的角色。短程渡輪旅遊在臺灣市場逐漸被消費者所接受,以臺灣海島型國家之特殊環境,擁有不同特色觀光資源,加上國民旅遊風氣興盛,推動本島與離島之間的渡輪旅遊市場有其發展上之必要性。對於臺灣離島海運發展應有不同思維,為探討經營渡輪離島航線之可行性,本研究運用質性研究深度訪談對於經營本島至離島航線之航運業者、代理國外郵輪之主要船務代理公司,以及從事郵輪旅遊產品規劃與銷售的代表性旅行業者,彙整分析離島渡輪旅遊型態意見與建議,並參考港口管理單位、地方政府單位及航港局之專家意見,檢討離島渡輪旅遊在臺灣之發展模式,研究結論提出區隔市場規劃單島與多島之跳島旅遊產品,增設渡輪設施,提供旅客航行休閒娛樂體驗,規劃登島後岸上旅遊產品、豐富離島渡輪產品等具體建議及相關配套措施,期能藉以規劃適合我國離島渡輪旅遊航線營運模式,希冀導入新旅遊型態模式創新航運發展,俾利強化臺灣海陸空域觀光旅遊之發展。
Ferry services play a vital role in outlying island transportation. Consumers in the Taiwan market are gradually accepting short-distance ferry tourism. The special environment of Taiwan's island-shaped country, with different tourism resources and the prosperity of national tourism, has promoted the development of the ferry tourism market between the island and the outlying islands. There should be different thinking about the development of Taiwan's outlying island shipping. In order to explore the feasibility of operating ferry routes to outlying islands. This study uses qualitative research and in-depth interviews for shipping companies operating the routes from the island to outlying islands, major shipping agency companies that represent foreign cruise ships, and representative travel companies engaged in the planning and sales of cruise tourism products. This study also reviews the development model of outlying island ferry tourism in Taiwan with reference to the expert opinions of the port management unit, local government unit and the port bureau. The conclusions of the study put forward specific recommendations and related supporting measures for planning island-hopping tourism products for single islands and multiple islands, adding ferry facilities to provide passengers with a leisure and entertainment experience, planning for shore tourism products after landing on the island, enriching outlying island ferry products, which can be used to plan the operation mode suitable for my country's outlying island ferry travel routes. It hopes to introduce new tourism models to innovate shipping development, and to strengthen the development of Taiwan's land, sea and air tourism.
